A. RULES AND REGULATION
General
1.   These set of rules and regulations govern The 14th Indonesian Varsities English Debate (IVED) to be hosted by Hasanuddin University which is in this event represented by The Organizing Committee (The O.C).
2.  The 14th IVED committee has full authority to interpret and modify, if necessary of these rules. The decision of the committee with respect to these rules will be final and binding.
3.  All debates will be conducted in English.

Eligibility
1.   Each university may send maximally three teams and the amount of adjudicators is equal to team participating in the competition minus one (N1 rule). Adjudicators will be assigned to the accreditation process.
2.   Both debater and adjudicator are eligible to participate in The 14th IVED, only if they are enrolled as full time students in a university, proven with the letter from student’s institution, exceptional is for invited adjudicators.
3.   Each team in The 14th IVED consists of three members. All members of a team must be enrolled in the same university. The 14th IVED committee would not permit the competitors from different university to participate, even in preliminary round.
4.   Every participant should formally fashion outfitted with no t-shirt or slipper.
5.   The Tournament Director reserves the right to investigate the legitimacy of any person or institution participating in The 14th IVED and reserves the right to expel any team or person who is bona fide cannot be established to this satisfaction.


Format of the Championship
1. The 14th IVED will be conducted in two phases:
a)   The Preliminary Phase
b)  The Elimination Phase
2. In the preliminary phase of The 14th IVED, there will be six rounds of debates.  This phase will adopt the half competition system and for the elimination phase will adopt “break and slide pairing”.
3. All teams will start on an equal placing with the pairing for the first round being done randomly by lottery.  For the subsequent rounds, the teams will be graded on the basis of the results of all the preceding rounds of the phase.  The following grading criteria will be considered in decreasing order of priority.
a) Victory Points (Win-Loss Record; 1 point for a win 0 for a loss).
b) Cumulative Total Team Score
c) Cumulative Margin (Difference of cumulative marks in favor of and against the team)
d) Computer Randomization.
4. The top of sixteen teams at the end of five rounds of the preliminary phase will qualify for the elimination phase of The 14th IVED.
5. Four elimination rounds namely the Octo Final, Quarter Final, the Semi Finals and the Grand Final, will decide the winner of The 14th IVED. Tournament power matching (best meets worst i.e. Team 1 at the end of six preliminary rounds meets Team 16, Team 2 meets Team 15, and so on) will be employed in this phase of The 14th IVED. The winner of each round proceeds to the next round.
6. There would be no additional time for motion preference and case building for those who are late.
7. There would be no replacement of debater in case one member of a team can not join the match. The uncompleted team may only compete in preliminary round and automatically not eligible to join the elimination round.
8. A team will get walked out (WO) for being late in maximum 15 minutes after case building finished.
9. Debater is not allowed to leave debate room during the match.

B. NOVICE BREAK
1. Novice Break is elimination rounds parallel to the Main Break specifically designed for the top 4 of Novice Teams who are not included in the Top 16 Main Draw.
2. Novice Break consists of two elimination rounds, namely Semi Final and Grand Final Round. They will use the same tournament match-up and other regulations applied in the Main Break.
3. Novice Teams are teams which all members are in their first or second year in university and have never broken into the elimination rounds of any previous National Debating Championships at the moment the championship being carried out.
4. Selection of Novice Teams will be conducted on interview mechanism to check and validate the eligibility of the teams registered.
